Albany, N.Y. — Gov. Andrew Cuomo signed a law on Thursday that will increase health and safety standards for all pet dealers across New York state. The series of amendments to state agriculture and market law will go into effect 90 days from the bill’s signing, setting clear guidelines for: sanitary living enclosures and food receptacles; annual veterinary
