During the Italian Renaissance, a group of Platonic Idealists establish a Tuscan commune that embodies the structure and principles of a Platonic-like, benevolent, hierarchical absolutism. The members are highly select candidates who are supported by a patronage system funded through the commune's investment bank. 

As the commune of Cellinara grows and develops, it becomes very wealthy thanks to the sound management of investments, as recognized by its bankers. The commune aims to create a Just Society with the goal of encouraging and developing the full potential of what humans are capable of being and creating.

Over twenty-three generations, the governing authority of Cellinara has had a member of the Cellini family lineage represent it in the high-level councils that govern the commune. The protagonist, MATTEO CELLINI, a lawmaker serving Cellinara, along with his colleagues, is the driving force behind creating a Cellinara capable of surviving in the hostile political environment of the twenty-first century.

Matteo and his wealthy, ideology-driven associates develop strategies and plans that guide the formation of a global league of allies united by shared ideological views and financial ties. In exchange for assistance in building advanced defense systems, along with significant financial investments and loans from Cellinara, the league partners agree to reform their social structures and ideological positions to align with the socially-engineered model developed by Cellinara.

Through a series of conferences and discussions, Matteo Cellini and his associates outline in detail Cellinara's agenda and why it justifies Cellinara's assumption of a leadership role in the world. ANZIO CARACO, the Director of Defense and Security of Cellinara, is a secondary main character whose emphasis on a proactive defensive stance is a key factor in the policy decisions that impact the entire world.

Global events compel the policy-makers of Cellinara to take an aggressive, proactive approach in their dealings with adversaries threatening Cellinara's existence. These adversaries include the USA andits allies who, together, have orchestrated a plan to weaken Cellinara and its core values. Through the development of a supercomputer-designed Grand Strategy, the policy-makers of Cellinara initiate an economic, social, and political plan to establish worldwide hegemony under Cellinara's control.

This Grand Strategy causes a disruption in the world's balance of power. Newly formed militarized groups exploit this situation and launch a pre-emptive attack on the USA and its allies, resulting in total devastation for that nation.
