Yes, I did intend for those red spots above his main eyes to be extra, spider-like eyes that can help him see all around himself. The stalk on his head is meant to be a lure similar to that of an Angler fish. Both his neck and tail are very long and flexible, so he is able to reach his mouth with his hand. I also imagine his throat being lined with teeth, similar to that of a turtle or penguin.
His species are mostly opportunistic predators, waiting for prey to swim/walk close enough to snatch up, sometimes with their mouth, and sometimes with their hand. They can be more active stealth hunters if they get hungry enough, sometimes waiting in the trees to pounce on unsuspecting prey, using their hand to help them climb. Though, as I mentioned, they prefer fish.
