Andrew Cuomo has finally restored oversight powers to the Office of the State Comptroller that he removed in 2011 — arguably enabling at least one of this moribund decade’s parade of depraved public servant scandals. Under a deal between Cuomo and Comptroller Thomas DiNapoli that was announced this month, pre-audit authority over certain state contracts has now been
