By Ali Hibbs New York — The New York Civil Liberties Union published a criticism on Friday of the way the state has prioritized financial aid during the continuing coronavirus pandemic — in particular, the handling of the more than 130,000 New Yorkers with intellectual and developmental disabilities currently living in group homes. “Group homes have been under-funded and under-staffed for years,” wrote
