By Ali Hibbs New York — Last week, the New York State Legislature held a virtual public hearing exploring solutions to the disproportionate impact of COVID-19 on minority communities. Among those who contributed testimony during the more than 11-hour hearing was the New York Civil Liberties Union, which argued that communities of color are at higher risk due to public policies that perpetuate systemic
